The Rules Behind the Exam
Uttarakhand's judicial service is governed by The Uttarakhand Judicial Service Rules, 2005, made by the Governor under Article 234 read with the proviso to Article 309 of the Constitution, "in supersession of all existing rules and order on the subject." Rule 36 rescinds the U.P. Nyayik Seva Niyamawali, 1951 as it had applied to Uttarakhand, and Rule 1(2) deems the 2005 Rules to have come into force from 1 April 2004. The text Veritect read carries footnoted amendments dated 2006, 2011, 2016, 2019, 2021, 2022 and 2023 — the Rules are a living instrument, so any figure stated here should still be cross-checked against the current notification.
Under Rule 3, "Commission" means the Uttarakhand Public Service Commission and "Court" means the Uttarakhand High Court at Nainital — the two institutions Article 234 requires to be consulted. Rule 5 fixes the source of recruitment to Civil Judge (Junior Division) as direct recruitment by competitive examination conducted by the Commission, and Rule 13 requires the Governor to fix each year's vacancy count only in consultation with the Court.
The Selection Structure — A Genuine Local Distinctive
Most structural guides in this series describe a fixed three-stage process. Uttarakhand's Rules are more conditional than that:

Rule 14(1)(a) and Appendix-II fix five written papers: The Present Day (150 marks — essay-format current-affairs and jurisprudence), Language (100 marks — a 30-mark English-to-Devanagari translation, a 30-mark Hindi-to-English translation and a 40-mark English précis), and three Law papers of 200 marks each: Paper I (Substantive Law — contract, partnership, easements and torts, transfer of property with equitable principles, trusts and specific relief, Hindu and Mohammedan law), Paper II (Evidence and Procedure) and Paper III (Revenue and Criminal law, plus the U.P. Zamindari Abolition and Land Reforms Act as applicable in Uttarakhand).
- Viva-voce. Rule 14(1)(c) and Appendix-II item 6 fix the interview at 100 marks, added to the written score. Rule 14(2), as amended in 2011, requires 50 percent or more in the written papers to sit the viva-voce, relaxed to 40 percent for Scheduled Caste and Scheduled Tribe candidates.

The Criminal-Law and Evidence Syllabus — A Transition Note
Appendix-II, as Veritect read it, names Paper II as covering the Evidence Act and the Codes of Criminal and Civil Procedure, and Paper III as covering the Indian Penal Code. Three of those enactments — the Evidence Act 1872, the CrPC 1973 and the IPC 1860 — have been repealed and replaced by the Bharatiya Sakshya Adhiniyam 2023, the Bharatiya Nagarik Suraksha Sanhita 2023 and the Bharatiya Nyaya Sanhita 2023, all in force from 1 July 2024. The Civil Procedure Code 1908 is unaffected.

- Nationality — an Indian citizen, or a narrowly defined Tibetan-refugee/specified-country migrant category, subject to a State eligibility certificate (Rule 7).
- Academic qualification — an LL.B. from a Uttarakhand university or another Governor-recognised university; Hindi in Devanagari script; basic computer knowledge (Rule 8).
- Age — 22 to 35 years as on 1 January of the recruitment year (Rule 9); the relaxation amount for reserved categories is left to a separate notification.
- Character/marital bars — dismissal from government service, Bar Council debarment, moral-turpitude conviction, and bigamy are independent disqualifications (Rules 10-11).
- Probation two years, extendable by the Court (Rule 22). Superannuation age 60, with an option exercisable six months before turning 59 (Rules 32, 34).

- The application fee (Rule 16 leaves this to periodic Government notification); the exact age relaxation in years for reserved categories; and the vacancy count for the current recruitment year — the Appendix-I figure of 47 Junior Division posts is a sanctioned cadre strength, not a per-cycle vacancy count, since Rule 13 requires the Governor to fix each year's actual vacancies separately.
The Three-Year Practice Rule Is Still Under Review

The Parallel Stream: District Judge (Entry Level)
Uttarakhand's Civil Judge (Junior Division) cadre is a distinct stream from District Judge, recruited by direct entry under Article 233(2) of the Constitution, which requires not less than seven years as an advocate or pleader plus a High Court recommendation. Article 233(2) has no application to Civil Judge entry, and the two cadres should never be conflated.
