By 17 April the death toll stood at 14; by end of Week 17 it had risen to 20 (with authoritative counts reaching 24). The deceased were inter-state migrant workers from West Bengal, Chhattisgarh, Jharkhand, Uttar Pradesh, Bihar and Madhya Pradesh — all employed by Vedanta's sub-contractor NTPC GE Power Services Ltd ('NGSL').

2. OSH (Central) Rules 2025 — Final Notification Slips Past 1 April 2026 Target

What happened. The Ministry of Labour & Employment did not publish the final Occupational Safety, Health and Working Conditions (Central) Rules, 2025 ('OSH Central Rules 2025') during Week 17. Why it matters. The four Labour Codes — including the OSH Code, 2020 — were formally brought into force on 21 November 2025. Without the OSH Central Rules 2025 operative, Central-sphere factory occupiers continue under the pre-existing Factories Act, 1948, CL(R&A) Act, 1970, BOCW Act, 1996, ISMW Act, 1979 and four other pre-merger statutes (per Section 24 of the General Clauses Act, 1897). The delay has real compliance cost — draft-stage Rules contain material provisions (mandatory appointment letters within 3 months of commencement, women-night-shift consent + CCTV + transport duties, contract-labour grievance escalation to the Inspector-cum-Facilitator within 30 days, online licensing with 5-year validity) which occupiers cannot operationalise without final rules. Karnataka, Gujarat, Maharashtra, Haryana and Madhya Pradesh have notified their state rules under all four Codes; Delhi has notified only Wages and SS Code rules.

3. DGFASLI Draft Dock Workers Central Regulations 2026 — Consultation Remains Active

What happened. The Central Government's Draft Occupational Safety, Health and Working Conditions (Dock Workers) Central Regulations, 2026 ('Draft Dock Regulations 2026'), prescribed under Section 136 of the OSH Code, 2020, remains in consultation on DGFASLI's notifications page through Week 17. The draft was first circulated on 13 February 2026 and is intended to supersede the Dock Workers (Safety, Health & Welfare) Regulations, 1990 ('Dock Workers Regulations 1990') once finalised. No final notification has issued.

Issuer and date. DGFASLI (Directorate General Factory Advice Service and Labour Institutes), Mumbai, under the Ministry of Labour & Employment; draft circulated 13 February 2026; consultation ongoing into Week 17.

State scope. All-India — applies to major ports (Mumbai, Chennai, Kolkata, Haldia, Kandla, Paradip, Tuticorin, Visakhapatnam, Mangaluru, New Mangalore, Mormugao, Jawaharlal Nehru, V.O. Chidambaranar, Cochin, Kamarajar — the 12 Central-sphere ports under the Major Port Authorities Act, 2021) and all other Central-sphere dock facilities.

Why it matters. This is the first regulatory instrument issued under the OSH Code 2020 rather than alongside it — it activates Section 136 (power to make regulations for dock work). The 1990 Regulations are 36 years old; the 2026 Draft modernises the fatal-accident reporting framework, the training-centre empanelment regime (Regulation 111 of the 1990 Regulations), and safety/medical-officer ratios. Port operators and stevedoring contractors should track final notification closely — Section 136 regulations will displace the 1990 Regulations by operation of the repeal-and-savings clause (Section 134, OSH Code 2020).
